During a chain after a "Ninjutsu Art" card or effect has resolved, you can Tribute 2 monsters and/or "Ninjutsu Art" Continuous Spell/Traps you control, and if you do, Special Summon this card from your hand. If Summoned this way: You can destroy cards your opponent controls up to the number of your banished "Ninjutsu Art" cards and "Ninjutsu Art" cards in your GY combined. Once per turn: You can banish 1 "Ninjutsu Art" card from your GY, then target 1 card your opponent controls; banish that target.

Well, I might be missing some stuff, but I'd like to point out a few things to improve the card grammar, which you seem to care a lot for.

During a chain after a "Ninjutsu Art" card or effect has resolved, you can Tribute 2 monsters and/or "Ninjutsu Art" Continuous Spell/Traps you control, and if you do, Special Summon this card from your hand. If Summoned this way: You can destroy cards your opponent controls up to the number of your banished "Ninjutsu Art" cards and "Ninjutsu Art" cards in your GY combined. Once per turn: You can banish 1 "Ninjutsu Art" card from your GY, then target 1 card your opponent controls; banish that target

I'll leave this here for now, but I see that Volcanis is a very old card and the text might be rather outdated. There might be a better way to phrase the first effect. I'll look into it, although maybe someone with better knowledge of ocg/psct will give you a better answer 🙂

I'm thinking right now, that maybe It'd be better if you simply made the first effect a Quick Effect one. Something like this:

Immediately after the effect of a "Ninjutsu Art" card has been resolved (Quick Effect): You can Tribute 2 monsters and/or "Ninjutsu Art" Continuous Spell/Traps you control; Special Summon this card from your hand.

Good catch with "If Summoned this way". I sometimes put "banished zone" despite it not being real PSCT because official game mats have a banished zone for banished cards but I guess I don't need that here.

Do you have any feedback on how useful it might be?

Ninjas don't really have the most effective removal, so a card like this would be really appreciated, however it does feel a bit redundant since both its effects are simple card destruction.

If I were to choose between the destruction effects, I'd ditch the OPT pop effect and give it something else.

 

Ninjas are laughably weak going second. Maybe an effect that could mitigate that somewhat? I'm not sure..

What I find problematic for Ninja Decks is that the Ninjutsu Arts and other monsters have Tribute/discard costs for use. This one is no exception, and considering it requires not 1 but 2 Tributes for it's self-summoning effect while having no immunities, well, if this Summon gets negated by stuff like Solemn Judgement/Strike and stuff, you're in one hell of trouble. I think it's ok if you reduced the cost to 1, also, giving it an effect that gives you a certain slight benefit when a Ninja/Ninjutsu Art pays a cost would be interesting.

 

ps. When will we get a Ninja Minato Namikaze the Hokage card?
