Veiler only working during the opponent's Main Phase and there being more and more quick effects out there that work outside of that window with ease. Plus punishing laddering with the negated card, which is a nice touch. Of course, Veiler can negate regardless of how a card was Summoned, and doesn't have to act on Summon, but one could argue Special Summons are the bast majority of actions out there, and that you can more or less guess a monster's intent with their effect upon Summon even if they themselves are not gonna activate it immediately on Summon as their activation window. Given MR5, and Instant Fusion + Millennium Eyes Restrict, I think Imperm will just be better than both.
