It's not OPT, if you can tribute three monsters, you can use all three effects

 

Also, it has no restrictions on how to summon it. You could literally just summon it off chronograph

ok i did misread the 2 and 3rd. Thinking its also part of tribute effect. Its much better in my eyes now.
