Alerters - Police/Space Military Deck (WIP)

So I'm a yu-gi-oh duel links player and it's been while since I've been in a traditional Tcg/Ocg Yugioh format. So forgive me if my cards aren't suited for the link format. Im also new at writing cards in a proper yu-gi oh format.
Disclaimer- all images belong to Larry Wilson, i do not own any of them and all images have been placed in Photoshop to meet certain requirements for the card art.

The Plan - What i want to do with this deck is make some type of U.A archetype (not completely the same) where they don't switch out per say but can return to the hand for reuse ability. The basic structure of a Alerters card looks like so - Monster is summoned effect activates, then a optional effect to return to hand. Then a field spell that utilizes their return to hand effect.

Cards will eventually coded into Ygopro Percy

Any feedback is wanted so i can improve

This effect of "Alerters - Masked Sniper" can only be used once per turn.

When this card is used to Summon a Synchro monster or a Xyz monster with "Alerters" in it's name, Return this card and any other card that was involved with the summoning of that mosnter to the bottom of your deck.

Effect

All "Alerters" monsters on the field gain 1000 ATK. When a "Alerters" card(s) (except "Alerters City") is sent to the GY: You can pay 500 Life Points each for every card sent to the GY, if you do, Shuffle them all into the Owner's deck and then draw 1 card.You can only activate the effect of "Alerters City" once per turn.

Effect
Once per turn: you can return 1 "Alerters" monster you control to your deck; to Special Summon a "Alerters" monster that has the same Level as the one selected. When this Spell card is targeted by an card effect: You can return 1 monster you control to the Owner's hand and, then negate the effect, if you do, destroy it.

Falcon: it doesn't need the target wording because it already respond to 1 particular card on the chain order. Other than that its quite fine

Winter: you need to changed this because it can form self loop since the search effect can add another copy of itself and the "return>special summon" effect is soft-once per turn that reset the limitiation if its removed from the field, So you can: summon the 1st copy to search the 2nd copy> return 1st to summon 2nd copy for a search> return 2nd summon 1st >...... Make the summon effect hard once per turn should be fine

Scarlet: nice revival effect that can be triggered for free with winter. the return effect is fine

The issue with Winter is that using it's effect in a loop could result in the opponent saying that you're cheating and just summoning the same copy over and over.

but its not cheating

 

the initial search effect already a public knowledge, your opponent knows there's 2 Winter

 

its not cheating but the infinite loop is not justifiable either

I do agree with this but if Winter were in a tournament setting, what would honestly stop your opponent from saying you're just shuffling and searching out the same copy over and over in a loop?

Ok the changes are quite extreme with exception for falcon

 

Winter: i do ask for changes but kinda iffy for the how drastic it is. The old ones is fine with addtion on HOPT on each effect. The new ones here search 2 cards in kinda clucky manner that sacrifice field building which depending on other card pool is not really a desirable

 

Scarlet: her new return effect is kinda fine.

 

Commander: summon effect is kinda clucky. Effects ia not strong enough to warrant a once per duel clause. If that clause is because you afraid of on the limitation bypass like i mention on Winter old effets its much more efficient to makes all card's strong effect be have HOPT. Again, OPD (once per duel) is reserve for a stupidly strong effect. Return effect is too specific and way to easy to played around. It should be fine for it to destroy any card with HOPT

 

Delta: to be honest i don't even know how you gonna actively summon this without non-archetype support for now. You play way too safe when design the summon effects. Its effects is comparable to Dingrisu. But Dingrisu has other value plays via removal. This don't. Protection effect is counterproductive since it protects from removal only to be self-removing. Also i don't know if its intentional but given the current wording since the protection effect also affected it self. Then the Xyz will shuffled back to ED leaving the field of 0 advantages.
