You can Special Summon this card from your hand by banishing 1 Zombie monster you control. If all monsters your opponent controls are Zombie monsters, this card can attack your opponent directly. You can only control 1 "Necro Tyranno".

So this is a Zombie Black Tyranno that effectively works with Zombie World as not only can it be summoned by banishing a zombie you control but also attack directly if all monsters your opponent controls are Zombie monsters which by the effect of Zombie World makes it possible for this to attack directly. In addition I balanced this card out by making it so you can control only 1 at a time so you don't have a case of 3 high ATK direct attackers all at once in zombies.

Now this one reminds me of an idea I had for years called "Necrosaur", given its Level, ATK, and DEF. And that's where the similarities end. Anywho:

 

I want to say it's fair, but it's not that hard to add or even activate Zombie World anymore. Being able to control no more than one face-up does help, as that is a lofty amount of ATK for an easy Summon, even without Zombie World. I like it. A nice beatstick to add on to Zombie World, and not too hard to Summon. Had it been 2 monsters to banish for its Summon, I don't think anyone would've used it.
