When this card is Link Summoned: you can set 1 "Virus" Trap card directly from your deck. When this card is sent to the GY by the effect of a Trap card: you can Special Summon 1 non-Link DARK monster from your GY in Defence Position. You can only activate each effect of "Saggi the Viral Clown" once per turn.

It's interesting to see an infected version of Sagi, wouldn't be surprised if a similar card is ever released as a link monster. That being said there are a few issues with its design.

1) I am not sure, but like Lilith, this should be able to set virus normal traps (for lore purposes IMO, I am not sure if there are virus continuous, counters, etc...).

2) Not sure if this was your intention either when creating the card, but with its current text it cannot trigger when used with any virus since they tribute for cost, also it says when/you can so it is susceptible to miss timing and also it will miss timing every time its used as cost; already by itself sending this by a trap effect isn't worth considering you will probably just get a monster back, it is too much set up. Speaking of which, 

3) Conditions for the target are redundant, if you are stating that the monster is Summoned in DEF, by default Link monsters are excluded.
