During your Main Phase: you can banish this card from your GY; Special Summon 1 "Destiny HERO - Plasma" from your hand, deck or GY ignoring its summoning conditions. You can only activate this effect of "Destiny HERO - Dracula" once per turn.

So Dracula is a Destiny HERO that can summon itself by banishing Destiny HERO monsters from your graveyard where it can grant you life when it destroys a monster by battle and while its in the grave you can banish it to bring out Plasma.
