~British Soul~
TrapYou can only activate 1 card with this card’s name per turn.(1) When your monster is destroyed by battle: Special Summon 1 monster with ATK less than or equal to the destroyed monster’s from your hand or Deck in face-down Defense Position. Tinkerer
So now Behemoth is getting schooled by Super Nimble Mega Hamster, huh? On the one hand, it can pretty much Special Summon any monster from the Deck. On the other hand, it is a slow, battle-reliant trap that's relies on your opponent to destroy a monster, and doesn't allow you to trigger any on-Summon monster effects. So... Pack filler. Cute Pack filler, but pack filler nonetheless.
Thomas★Zero
You say its simply pack filler but this card works well with Flip decks where it can also call out Pot of the Forbidden.

There's lots of cute, casual-level things you can do and this thing would be broken in sneak peek draft, but it'll have little if any impact on the competitive scene. vla1ne
While filler for meta play, I like the fact that this card has actual play-ability in "competitive casual" play. you can think of decent combos on the spot, and there's real things you can do to make this card work effectively in decks built around little monsters, flip monsters, and battle oriented monsters.
