Spell

You can only use one of this card name’s (1) (2) effects per turn, and only once per turn.
(1) You can discard 1 “Cloudian” monster to target 1 face-up Monster on the field; Place Fog Counters on that monster equal to that monster’s Level.
(2) You can Banish this card and 1 “Cloudian” Monster in your Graveyard; Special Summon 1 “Cloudian” Monster from your Deck.

Got excited for a moment from the thread's title, but this not exactly what they need to spam Smoke Balls through Turbulence and become the new meta. Even if you wanted to skip right into the in-GY effect through Foolish Burial Goods, it needs a Cloudian monster in GY too, so it won't be live right away. The Ruler hard OPT clause further holds it back.

I'm conflicted on this card. On the one-hand, it's Cloudian support, which makes me love it! On the other hand, I really really wish it had been a Quick-Play spell. It would have made it a lot better going first, especially if you're playing Condemned Witch. That being said, being a Normal Spell does allow you to activate it the turn you set it, which allows it to combo with Card of Demise well...

 

Either way, it's essentially a Cloudian version of "A" Cell Recombination Device. I don't think it's as good for Cloudians as Recombination Device was for Aliens, but oh well.

IMO this is potentially really really good with Turbulence. While it's not consistent, if you discard Eye of the Typhoon for this you get 8 counters, so 8 extra Smoke Ball summons. This also works with Altus for 3 discards!

It’s my belief Konami does it on purpose so they can be absolutely certain the card cannot and will never compete with the money cards they want to shove down their consumer’s throats. Just look at Gimmick Puppet Chimera Doll. It didn’t need a million restrictions either but that didn’t stop Konami from slapping them on.
