While you control a Tuner and/or Synchro Monster, you can Special Summon this card from your hand. If you use this card you control for a Synchro Summon, you can treat it as a Synchro Tuner monster. You can only Summon "Accel Warrior" once per turn.

So Accel Warrior is a Special Monster that when a Tuner or Synchro Monster is on the field it can Special Summon itself from the hand and if used as a Synchro Material can treat itself as a Synchro Tuner which can lead it into Accel Synchro Shenanigans without too many issues from having the 1 Extra Monster Zone. In addition with the fact it can be used as a Synchro Tuner I balanced it by making it so you can only summon Accel Warrior once a turn making it so you can go into multiple accel Synchros.

 

In Synchro Warrior Decks this would make a great addition as it would enable you to make Stardust Warrior and Shooting Star Dragon with a bit more ease.
