Was going to vote Myrrh but remembered I still can't get a good one in Heroes so screw you Myrrh. Also Valter is particularly memorable for me, as he was the first FE villain I ever encountered, and as a kid who had mostly played Nintendo platformers before then, he definitely stood out.

Myrrh is precious and must be protected and Valter is what people need to be protected from.

This is a hard match for me. Valter is probably my favorite FE villain as I love his personality and his class type (and also the meme that he looks like Tommy Wiseau)

 

However, I've also really liked Myrrh cause of her shy personality and cute appearance. Plus, over all the other dragon forms of Manaketes in the FE games, her's has always been my favorite. Stack on the fact that she is one of my most used units in Heroes and she ultimately gets my vote.
