So Rocking Horse is a Normal Pendulum whose Pendulum Effect allows you to switch around the Monsters you control with the Monsters in your hand and can lead to some shenanigan plays where it can trigger Special Summon related effects and lets you bring out your higher Level Monsters.

 

 

In any deck using a mix of high and low level Monsters this card can help decks like Blue-Eyes where this can return one of your Level 1 Eyes of Blue to your hand to then summon a Level 8 Blue-Eyes from your hand.
