When this card is Link Summoned: you can Fusion Summon 1 "HERO" Fusion Monster from your Extra Deck, by banishing Fusion Materials listed on it from your Graveyard. When a "HERO" Fusion Monster is summoned to a zone this card points to, draw 1 card. You can only activate each effect of "Xtra HERO Build Driver" once per turn.

So the idea behind this card is based on the news of a New Link 3 HERO Monster in the legendary Hero decks which states that it gives you 3 zones so you can summon 3 HERO's at once with this.

 

In Destiny HERO's this would effectively work if you summoned this of Wonder Driver and Dystopia and then use Build Driver's effect to bring out Dusktopia which could then make another Fusion for you to use. In addition this card also allows you to draw once a turn when a "HERO" Fusion is summoned to a zone it points to which gives you resources to make more Fusion Summoning shenanigans.

 

In any HERO Deck this will be a powerful Fusion Support card that gives you 3 zones that will allow you the possibility to Fusion Summon 3 Monsters in a turn.

I really like the Miracle Fusion built-in effect. Sounds like it can enable all sorts of fun plays. The card draw effects seems a bit of an overkill, but my evil me cannot but like it. Besides, last time I checked out new HERO decks, getting 3 HEROes on board wasn't as practical at it may seem. While it's possible if you consider Malicious, HERO lives, Solidman, etc., it's not something you can do that easily without forsaking other plays like leaving a DARK on the board for Dark Law.
