Let's clear it up with a more literal translation.

 

If you control a "Photon" or "Galaxy" monster: You can pay 1000 LP, then target 1 monster your opponent controls; take control of it. If you do not control "Galaxy-Eyes Photon Dragon" at the time of activation, you cannot target any monsters except Xyz Monsters.

 

TLDR, you have to pay LP

The requirements for this card is what kinda kill it. Not that it really becomes a terrible card, but the problem is that it changes when you can really use it, and that becomes a problem. For a card like Snatch-Steal or Change of Heart, you usually want to use it to grab something big or important. But with the way the game is these days, if you're able to get the effects off to summon GEPD in the first place, chances are they don't have anything that threatening to steal.

 

The other problem with the timing is that another card that works in a Galaxy/Photon deck that steals is... Cipher, and while that doesn't give the monster without any added downsides, it's a card you can access from your Extra Deck with the same relative degree of success, so you don't have to search it or run it in the first place.

 

This card isn't... terrible? But for what it is, there's no need for it and it's either going to be dead in the hand or winmoar essentially. Not really a card worth running, even at one.
