Pendulum Effect: Activate this card while you control no cards in your Pendulum Zone. If this card is activated: Roll a six-sided die twice, then Special Summon 1 Pendulum Monster from your hand or face-up in your Extra Deck whose Level is equal to or less than those total results. You cannot Normal Summon/Set or Special Summon monsters for the rest of the turn you activate this effect. You can only use this effect of "Lucky Clucky-Plucky" once per turn.
Monster Effect: Cannot be Normal Summoned/Set. Must be Pendulum Summoned. Cannot attack directly. You cannot Normal Summon/Set or Special Summon monsters for the rest of the turn you activate this preceding effect. If this card is Pendulum Summoned: Toss a coin twice, then apply 1 of these effects depending on those results.
● 2 Heads: Special Summon as many Pendulum Monsters from your hand and/or face-up in your Extra Deck as possible whose total Levels exactly equals this card's current Level.
● 2 Tails: Banish 1 Pendulum Monster from your hand or face-up in your Extra Deck, face-down.
● 1 Heads and 1 Tails: Send 1 Pendulum Monster from your hand or face-up in your Extra Deck to the GY, and draw 1 card.

Oh look, a Pendulum/Tuner that has both a coin toss and die roll effects, what could possibly go wrong. Both the effects that deal with either coin tossing or die rolling are mandatory effects so you have no choice but to activate them, even you cannot apply those effects. Its monster effect can allow you to swarm the field with any number of Pendulum Monsters as long their Levels exactly equals Lucky's current Level, meaning if you use an continuous/lingering effect that can change its effect while on the field or in the hand, then most of the time you can Special Summon monsters that totally equal Level 6. However, if you cannot do that, you can just banish a Pendulum Monster face-down for nothing, or ditch a Pendulum Monster to draw 1 card. Its die roll effect is a bit easier to understand, but still you need to pay attention. If you activate this card in the Pendulum Zone you can Special Summon 1 Pendulum Monster whose Level is equal to or less than the total result of 2 die rolls, so you are almost guaranteed to get a Pendulum Monster on board but not the exact one you want so be careful and think. That's about all for this card.

IMO it was looking good until I read the 2 tails effect. It doesn't have to have a negative effect, you know? a weak one perhaps, but why punish the player further for bad luck when not having control over the effect you want should be enough of a drawback?

It doesn't have to be seen as negative, Eater of Millions can take advantage of a card being banished face-down.
