Both the effects that deal with either coin tossing or die rolling are mandatory effects so you have no choice but to activate them, even you cannot apply those effects. Its monster effect can allow you to swarm the field with any number of Pendulum Monsters as long their Levels exactly equals Lucky's current Level, meaning if you use an continuous/lingering effect that can change its effect while on the field or in the hand, then most of the time you can Special Summon monsters that totally equal Level 6. However, if you cannot do that, you can just banish a Pendulum Monster face-down for nothing, or ditch a Pendulum Monster to draw 1 card. Its die roll effect is a bit easier to understand, but still you need to pay attention. If you activate this card in the Pendulum Zone you can Special Summon 1 Pendulum Monster whose Level is equal to or less than the total result of 2 die rolls, so you are almost guaranteed to get a Pendulum Monster on board but not the exact one you want so be careful and think. It doesn't have to have a negative effect, you know? a weak one perhaps, but why punish the player further for bad luck when not having control over the effect you want should be enough of a drawback? Also it gives you LP with Soul Absorption, and you can grab it back with PSYFrame Omega. Still, more often than not it will hurt you, and it doesn't have to.
