So this Neo New Decode Talker gives a buff from the original by boosting both itself and monsters it points to and changes targeting counter to targeting protection to it and all monsters in zones it points to.

 

Ideally this can be easily summoned in decks using Link 2 Monsters as this card does require a Link Monster to be Link Summoned and can overall help decks push for game by buffing up their monsters.
