Neat, I do believe that is the first Level 7 Synchro Tuner. It also is able to change its Level very easily. It's too bad you can't activate the monster's effect in the GY, but I mean, it makes sense, considering how abusive Synchro Decks have been with the GY. Still, plenty of other monsters that you can use for later though. I do hope that they will soon start to push Synchros, as well as Xyzs and Fusions I suppose, but I see Synchros having the most potential with Links, due to them not needing specific Levels as much.

Without this it would have made a really nice engine with Destrudo, but as is it's a kinda meaningless card

Neat, I do believe that is the first Level 7 Synchro Tuner. It also is able to change its Level very easily.

When I saw that it changes level, the first thing that came to mind was Life Stream's anime effect changing the level of other Synchros on the board.

You couldn't have dumped Destrudo anyway. It has to be lower-Leveled than Riser itself, and Destrudo's Level is equal to its own.

 

To make its Level low enough to be useful for Accel Synchro, you'd need to be running some pretty high-Level monsters in your Main Deck. This card is actually pretty meh for Synchro Decks tbh.

A bit disappointed in this card. I was expecting this would help you set up Accel Synchros better, but it's just a somewhat worse Accel Synchron with a heavy restriction.
 
At least it relies on Needlefiber.
