So an effectively once while on the field search card. Fairly balanced I'd say, considering you can only use it once, and the monster you SS'd with it is guaranteed to be a 'normal' monster.

Outside maybe Inzektors, the valid targets this can summon aren't particularly good. Krawlers are alright, I suppose, and Digital Bugs are generally sheet. For what it's worth, you can use this as material for the latter's Xyz. 

 

I mean, we've gotten far worse with PPals and stuff with larger search ranges. I think you could get away with not negating its effects since again, the targets aren't threatening enough to warrant it. Going back to Inzektors, they got better things to be doing than running a Pendulum Monster like this.

I actually was bent on the absence of Normal LIGHT Level 3 Insect monsters... Because my thinking was this: If you don't draw this then this is a good Unexpected Dai http://yugioh.wikia.com/wiki/Unexpected_Dai target, or Rescue Rabbit target for Digital Bugs. After all,  one of the main problem with Digital Bugs is lack of a starting play into their Xyz's. This somewhat resolves that if you run Dai and/or Rabbit. And if it is in the hand it will give Digital Bugs access to their Xyz stack effects.

 

As for everything else, it is kind of a semi-generic bonus as you can pull an Insect tuner (there are quite a few of them) for Crystron Needlefiber plays, or you can get out Arsenal Bug as a beater without its drawback.

So this can be Special Summoned by Unexpected Dai and Howling Insect, and can be added via Painful Decision and Gokipon. There aren't a lot of archetypes that would gain a boon from this or abuse it. And the few that could (Inzektor, Digital Bug, maybe Krawler), could desperately use it. True to its name, it can shine a bit of hope for stuff like Digital Bug. So I'd say the balance for this one's solid, and it is a cute nod to Insect monsters.
