Sure a simple add and a card not used often now and days plus level up is only on decks gears towards that goal in the first place.

while the confusion is easy to understood given the vague wording i think you made a mistake here, the effects never mention about explicitly for the card to gain effect i believe what he/she said is that the card to have its card text listing the name of the declared card only. which combo with the 1st effect being substitutes for the LV that gonna be summoned like declare Horus LV8 so you can upgrade this card  to LV8 via added Level-up! since this card will contain the name needed by Level-up! to summon that monster
