Immediately after your Battle Phase this turn you may conduct a second Battle Phase, however no monsters you control may declare an attack during your second Battle Phase, other than that targeted monster. It's in the Advanced Cards rulebook, not the general rulebook. For Advanced (where you initially posted this), you're required to provide a short summary (at least 30 words, but you can write more if you need to) of what your stuff is intended to do, and/or how it can function in the current game.
