Here's a brief summary of their mechanics and rulings, the details you can find online from much better sources. You can either Summon Pendulum monsters from your hand as you would any average monster, or activate them in your left/right-most Spell/Trap Zone. You can have a Pendulum monster in one or both Zones at the same time. While face-up in said Spell/Trap Zone, now referred to as the Pendulum Zone, said card is now treated as a Pendulum Spell card, and its effects in the upper text box come into play. Any Pendulum monster or spell that would be sent DIRECTLY from the field to the GY instead is placed face-up in the Extra Deck. Now for the "scale" part of it. The numbers next to the red/blue arrow things represent a Pendulum monster's "scale". While you have a Pendulum card in both of your Pendulum Zones (i.e. left/right-most Spell/Trap Zones), ONCE PER TURN you can Special Summon any number of monsters from your hand or face-up in your Extra Deck with a level BETWEEN (exclusive) the two scales of the Pendulum cards in your Pendulum Zone. Unless a card effect specify, you cannot Pendulum Summon a second time during your turn. Unfortunately, as with all monsters Summoned from the Extra Deck, monsters Special Summoned from face-up in your Extra Deck must be Summoned to a Linked Zone in the modern format, because Link monsters are now a thing.
