During your Main Phase: You can send both this card and the equipped monster to the GY; Special Summon 2 Level 2 or lower Normal Monsters from your hand or Deck. If this card is destroyed by a card effect and sent to the GY: You can shuffle this card into your Deck, then you can target up to 3 Level 2 or lower monsters in your GY; shuffle them into your Deck. It should be better in Decks that run a lot of Level 2 monsters that way. I would also make it so it doesn't return the 2 cards to the Deck. Rather, I think sending them both to the GY would be better for most Decks like that. "You can shuffle this card into your GY," wha? Lastly, I think it should say "You can only use each effect of "Insignificant Insignia" once per turn." Since the restriction you have now only works on the last effect (aka the one that'll really never be used since the card doesn't destroy itself). I feel Equipping to any target would be good for convenience sake, but I think only Special Summoning Normal Monsters adds flavor, and can give a lot more synergy with Decks that run Mystical Shine Ball or Bitron.
