Some questions about card description

When a monster with the effect of something like "discard a number of cards in order to summon", what happen if there are no other cards on the player's hand, can I still summon it?

The second question is about card with limited use, something like Rank-Up-Magic - The Seventh One. This card can only be used once per duel, can I use another card with the same name during this battle or not, after I activated the first one?

1. No, you need at least 1 other card in your hand to discard for summoning it. (Normally cards should mention "min. 1" if they need this)

 

2. Once you activate that type of effect, you cannot use another card with the same name for the rest of the duel.

So...both answers are no. 

#2 may need to be reviewed, but last time I checked Konami's clarifications on stuff, yeah.
