So I've written a proof of concept lua script for YGO pro detailing a complex card effect. Thus I know in computer terms what the effect is. The problem is that I'm having trouble expressing it as a written effect. This is my draft so far.
3 "Oracle-Mage" monsters Must first be Special Summoned (from your Extra Deck) by shuffling the above cards you control into the Deck. You can Special Summon this card (from your Graveyard) by sending 1 LIGHT and 1 DARK monster from your hand to the Graveyard. Once per turn: you can send the top 3 cards of your deck to the GY and if you do, you gain the following effect once for each card based on its type. (The effect from a spell/trap card cannot be used this turn. You can only activate 1 gained effect of each card type per turn) *Monster: during the Main Phase (quick effect): you can target 1 face-up monster you control; until the End Phase it gains 100 ATK x the sent monster's original level. *Normal Spell: during your Main Phase while that card's conditions are met: you can activate its effect by paying its cost (if any).*Quick-Play Spell or Normal Trap: (quick effect) while that card's conditions are met: you can activate its effect by paying its cost (if any).
in the sense that they are lingering effects that are not tied to any card. Unlike last will, the effects can be used at any future point in the duel where their conditions are met instead of just a specific turn.
- The effect from a monster is easiest to understand. Sending Dark Magician gives you a 700 ATK increase that you can use once during either player's main phase. The effect is treated as a monster effect, so it can be negated by Divine Wrath. Also cards that are unaffected by monster effects will be immune. However, since its a lingering effect negating it with Divine Wrath won't destroy anything. Also its not tied to Dark Magician in any way apart from how much ATK it gives. If you send Dark Magician, Blue-Eyes White Dragon, and Dark Magician Girl, you can only activate 1 ATK boost per turn out of those, and each card's boost can only be used once.
- The effect gained from a Normal Spell is a spell speed 1 effect that you can use during your Main Phase, much like an ignition effect. However it cannot be activated the turn its gained, as it says on Card Oracle's card text. One could compare the effect to a spell sent by Destiny HERO Diamond Dude, except that you still need to pay costs and meet conditions. Also, since your activating an effect and not a card itself it won't be negated by a card that negates the activation of spell cards Magic Jammer, but will be negated by Magician's Right Hand since it negate spell effects. Since this is treated as a spell effect, forbidden lance will make a monster unaffected by it. For example, if the sent card was "Tribute to the Doomed", you discard 1 card for the cost, target 1 monster on the field, and destroy it when the effect resolves. If the sent card was Gagagabolt. You can only activate the gained effect if you control a Gagaga monster. You target 1 card on the field and destroy it.
- The effect gained from a quick-play spell/normal trap is a spell speed 2 effect. It can be activated during the damage step only if the effect of the spell/trap card originally could be eg Rush Recklessly. The card type of the effect is the type of the sent card. Elemental HERO Wildheart will be unaffected by the effect gained from a trap card sent this way, but not unaffected by an effect originating from a spell card. Otherwise, the effect is the same as the normal spell effect. You can activate the gained effect from a quick-play spell or trap only when the timing of the originating card is correct. EG Magic Cylinder can only be used when an attack is declared, but twin-twiners or raigeki break can be used without specific timing.
- If you've gained the effect of 1 monster and 2 spell cards, you can only use the monster gained effect and 1 of the spell gained effects in the same turn. If you've gained the effect of a normal spell and a quick-play spell, you can only use 1 of them per turn since they are both spell cards. You can use the effect of a spell, a trap and a monster in the same turn.
There may not be much I can do to improve the OCG, but suggestions are welcome.

The part in bold is the part I need help with.

The effects gained are similar to:
