If this card is in your hand or Graveyard: You can pay half your LP, then target 1 Level 6 or lower monster you control; Special Summon this card, but its Level is reduced by the Level of the targeted monster, also place this card on the bottom of the Deck when it leaves the field. You can only use the effect of "Destrudo, the Dead Drake of Dread" once per turn.

Not bad at all, as it allows you to make Level 7 Synchros with any Level 6 or lower monster.

 

It's got a good Type, Attribute and Level. It could be used like a Level 7 version of Dragon Core Hexer.

Huh, paying half your LP to Summon this guy seems a bit much, but it has some potential I suppose being a Tuner as well. Maybe with Twin Triangle Dragon it could be useful somehow. I dunno.

Pay half your life to nuke the field w/ Black Rose? Go into Psyframe Zeta as an anti-Link recurring option? Also lets you add to your numbers if you're trying to Link Summon yourself (though admittedly, half your life for extra Link material seems a bit lackluster right now).

 

Overall, it's attributes make it not bad. Could find itself in some kind of combo OTK in a similar way as Juragedo.
