As if Goukis didn't need more Summoning power, but I guess giving them doubled Normal Summons would be useful.
Also, this benefits from Goukis ramming themselves into the opponent, as this card keeps getting stronger the more its linked monsters fight.

[The Highlander]

Well, an useful laddering link monster. Too bad this card has the same link number as the other link monster goukis have (it should have been 1 lower), though I guess using this, as well as the floating powers goukis have, can ladder into firewall, bomber dragon or lord dragon. That being said, it does nothing outside of an extra monster zone and provides too much support for the opponent to stay at the end of the turn (though its genericness is not purely negative, considering it basicly shouts "USE THE 'NEW' RESCUE MONSTER !!!").
