Welcome to the World Cup of Monsters: The Aquarium!

Tribe-Infecting Virus!

Discard 1 card from your hand and declare 1 Type of monster to destroy all face-up monsters of the declared Type on both side of the field.

Skull Kraken!

When this card is Normal Summoned: You can target 1 face-up Spell Card your opponent controls; destroy that target. Once per turn: You can change the battle position of this card.

Uminotaurus!

If a Fish, Sea Serpent, or Aqua-Type monster you control attacks a Defense Position monster, inflict piercing battle damage to your opponent.

Gishki Vanity!

During your Main Phase: You can discard this card; this turn, your opponent cannot activate Spells, Traps, Spell/Trap effects, or Monster Card effects when a "Gishki" monster is Ritual Summon, or when a "Gishki" Ritual Spell is activated.

Cryomancer of the Ice Barrier!

While you control Ice Barrier monsters other than this card, Level 4 or higher monsters cannot declare an attack.

This match ends April 10th!

My vote goes to Tribe Infecting Virus, since it allows the user to send 1 card to the Graveyard for a set-up combo and can act as a "Dark Hole" of sorts to wipe out an entire race of monsters, plus it has decent stats for a Level 4, and it has no "Once per turn" clause which allows the user to activate it more than once per turn, gulp.
