Its not outclassed.

At all.

 

Tuning Gum still makes Ultimaya into HRDA with an extra layer of protection. This just gives you Ultimaya + Dragon (that is also not HRDA).

 

HRDA is a niche that cannot be overlooked due to how powerful and versatile it is.

This DOES have the options that are available to Resonators, such as being searchable via Resonator Call. Tuning Gum is probably better unless you've got dedicated Resonator support.

Well the protection is one thing, but being able to be searched by Call and to turn 2 things into Tuners instead of 1 is something else entirely.
