Because Spiral.dek wants to know.you wouldn't be able to activate the drawing effect of this card under Dark Law, if that's what you're asking But why does it matter for Spirals Mythic Radiance Dragons? However, I'm pretty sure it was made as such in order to fit the second effect. However, how many Decks would benefit from this? Only one that comes to mind is Yang Zing.
