Sky Scourge Norleras
DARK Attribute
Level 8
Fiend/Effect
ATK/DEF 2400/1500
Lore: This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by removing from play 1 LIGHT Fairy-Type monster and 3 DARK Fiend-Type monsters in your Graveyard. You can pay 1000 Life Points to send all cards on the field and in both players' hands to the Graveyard, then you draw 1 card.

This card, along with his buddy "Enrise", have pretty good effects, but shitty Summoning condition, which is almost impossible to bring out! (But wait, we got Phantom of Chaos, right?) Discuss?

I still think this card has potential in BAs, which with Beatrice are able to fulfill its summoning conditions more easily, plus any BA sent to the grave with its effect will be able to activate their effects, unlike with the errata'd Chaos Emperor Dragon. In fact, it did see a bit of play in OCG BAs at some point, but I don't know how relevant it became.

But, the question now is if BAs really need or would like this nowadays, or if would be more of an overkill move. Since I'm not a BA player, nor I know how BAs are doing in both formats nowadays, I cannot answer that question.

Transmodify=Phantom of Chaos was the key in that deck

You could both Summon the bugger and copy his effect if needed

This card is next level cheeky. I remember all the convoluted Decks looking to use this wipe. It was better then one would expect, but it's more lolsy then actually good. BA made it scary for a day, but I think the issue mainly is unless you have a Cir or a Graff (Both of which are at 1 atm), it still has a risk factor in that you only get the one card after the board wipe. Even with Dante, it means you have an open board the following turn. (Although late game you probably could just drop a BA from the hand by its own effect) Bearing this in mind combined with how Decks can really go off quick nowadays and how this card can take a bit to be live, I understand the mentality. I still would run 1 though, or side it for Decks that can't handle that sort of board/hand wipe. It has a high ceiling, but its low point is definitely low.
