This card does Rescue [Animal]'s effect but summons more monster, chainable, no Level restriction, and can be used on any monster. Furthermore it also doesn't negate the effect of the summoned monster. What's stopping you from summoning 3 monsters with ignition effects and activate all of them before going into Synchro/Xyz? Since your intention is to make Synchro/Xyz in a pinch, maybe you can tweak the effect or conditions. For example, "Activate only when your opponent controls a monster and you do not control a monster" and then Special Summon only two monsters instead of three. You can also add restrictions, for example "You cannot conduct your Battle Phase this turn" or "... Special Summon ... and negate their effects." Those are just some ideas. It practically outclasses "Ties of the Brethren", and outclassing existing, usable cards is frowned upon in card making.
