Why that's very simple. The most effective legislature is never passed as its own bill. That would make the intentions of said bill too obvious. Instead, work your way onto a completely unrelated subcommittee that your constituents want you to be a part of and use the political infighting to sneak an amendment onto a bill they want passed. They most likely will never even realize you grafted on your bovine manifesto of a proviso until it is far too late.

I do not mean to sound ignorant on this subject, but who are you referring to? Why would I do anything as cruel as kill someone, especially this person? And what does this have to do with political advice?
