I believe this is of more help to you than to prevent OTKs. This is mostly because it's not a Quick Effect, so you can only activate it during your turn.

You'd wanna use it to set the stage for your monsters to attack. If you want merely to change the ATK and DEF of the opponent's monsters, without having other means to defend yourself, then you're probably done anyway.

It is a quick effect in Tag Force 6 though, and the effect simply lasts until the End Phase in that.

About the card itself, it could be a nice tech to prevent troublesome monsters, especially in Machine decks as a 1-of as you can search it via Gear Gigant X.
