This question should be posted here imo.

 

Anyway, lets see Rainbow Dragon text:

"Cannot be Normal Summoned or Set. Must be Special Summoned (from your hand) by having 7 "Crystal Beast" cards with different names on your field or in your Graveyard, and cannot be Special Summoned by other ways. This card cannot activate its effects the turn it is Special Summoned. ● During either player's turn: You can send all "Crystal Beast" monsters you control to the Graveyard; this card gains 1000 ATK for each card sent. ● You can banish all "Crystal Beast" monsters in your Graveyard; shuffle all cards on the field into the Deck."

 

The text in bold is clear that Rainbow Dragon is a Nomi monster, meaning can only be Special Summoned by its own procedure (in this context, must be Special Summoned from hand by having 7 Crystal Beast cards with a different names on the field or graveyard). Thus, making Rainbow Dragon unable to be Special Summoned by cards such as Monster Reborn, Call of the Haunted, Premature Burial etc etc etc.

 

But a card like A Wild Monster Appears! Can be used to Special Summon Nomi monster (like Rainbow Dragon) without using its own procedure, because it has "ignoring its Summoning conditions" text.

 

Also a note that Monster Reincarnation add monster from graveyard to hand, not Special Summoning.

In the future, ask questions related to actual cards in the rulings thread in TCG.

 

Like Kana mentioned, you CANNOT Special Summon Rainbow Dragon from the Graveyard as it has a specific condition in how you must summon it. This also applies for Semi-Nomi monsters, or things you CAN revive IF/ONLY IF you have Special Summoned them properly; meaning if they were force summoned by another effect ("ignoring the summoning conditions"), you can't summon them back.
