玄魔の王
Well, um... I honestly don't see how they can't nerf that effect into the ground. Also the RUM is a Cipher card so Knight can search it.
evilfusion
Interesting. I didn't actually expect there to be a Neo Galaxy-Eyes Cipher, partially because of the awareness that Cipher Blade Dragon exists. That effect is ridiculous, but only really available via that specific Rank-Up card, because I don't think there's any other RUM card that enables it. Blake
Could have sworn it was genericish. Weird. Ah well.
The Warden
If it was generic my god Argent would be the single-most broken RUM ever. But to my knowledge on RUMs, Cipher Ascension is pretty much the only one that can make Neo Cipher from GECD.
evilfusion
Could have sworn it was genericish. Weird. Ah well. It's generic in the sense that you aren't restricted to Type or Attribute, unlike Barian's Force and Numeron's Force, and it also gives access to CXyz (unlike Limited Barian and Numeron), but it's only Rank 5+, and only CXyz/CNo. It's one of the best RUM for Rank 8 (due to C15, C40, C107, CXyz Ultimatrainer), but it doesn't let you go into this. 玄魔の王
I expect the RUM will work on Ciphers and Galaxy-Eyes in the OCG based on Double and Bit. That way 107 might be better-ish. And @Black, being searchable makes this better than ACF. Neo I could see. Being changed to 1 monster if it has any Galaxy-Eyes as Material. Premier Alexander Romanov
So.... How long until we get 'Neo Galaxy-Eyes Cipher Blade Dragon'?<.< >.> *begins typing furiously* OT: This card is bonkers, since it doesn't target, and basically turns your opponent's field into yours, full of 4500 ATK beatsticks, and it does it as long as NGECD is on the field. Wait... Cipher Blade can't be used as an Xyz Material. Dammit. :(
byak
Can't you just put Dark Matter Dragon over this card so it'll never trigger to give back everything you stole
Blake
Can't you just put Dark Matter Dragon over this card so it'll never trigger to give back everything you stoleAfter checking, unlike Cipher Blade, DMD does not require a Rank 8 GE. That's... kidna dumb.
evilfusion
Well, obviously this effect will probably get nerfed when released. It probably won't be able to be used as Xyz Material, same as Cipher Blade and Dark Matter. Specifically to avoid that problem.

玄魔の王
Effect speculation aside, this gives me a great opportunity to talk about upgrades in Arc-V, and how the homage ones sometimes fall short as a result. In the Arc-V era, ace upgrades are far more like direct evolutions of their prior forms than previous series. Crystal Wing is a great example of this, since it has an upgraded version of Clear Wing's effect plus one of its own. Dark Requiem also fits this, and Tyrant would as well if its destruction effect did burn. I'm on the fence as to whether Nirvana High Paladin counts as well, but I know Odd-Eyes Rebellion does not, since it's basically a FIABN (Fusion In All But Name) of 2 Dimension Dragons. Come to think of it, Odd-Eyes' evolutions in general don't follow this trend, but that's more because it feels like Yuya is more exploring the Summon Methods than actually evolving his Dragon. This card obviously follows that pattern for the most part as well, what with being able to take as many monsters as it can for as long as it exists. It doesn't have a secondary effect, but its one effect is so insanely powerful this doesn't matter. Besides, most of the time Ace Upgrades only get +500/+500 at most, and this one (in the interest of flavour) gets +1500/+500, which is insane. +1500 is still the highest boost in original ATK produced by Rank-Up. But as I said, this is also an homage, obviously first and foremost to Neo Photon, but also in a way to Neo Tachyon. The visual design is an amalgam of Neo Photon and Cipher Dragon, with minor tweaks to both. Like Neo Photon, it takes an effect normally aimed at one monster and expands it to the opponent's entire field. Then, like Neo Tachyon, it's also a Rank-Up summoned by RUM, which none of Photon Dragon's upgrades were. The 4500/3000 is shared by both, as is an effect from having the base monster as material, so it works in that way. But it loses points as an homage because it lacks something the other two Neo Galaxy-Eyes had: multiple attacks. Almost all of the other Galaxy-Eyes upgrades have some kind of effect that creates or represents multiple attacks. Neo Photon bases it on how many materials it steals, Neo Tachyon just says 3 attacks straight-up. Hell, even Dark Matter does the multi attack thing, and both Cipher Blade and Full Armor have effects that destroy stuff, which does sort of replicate a second attack. I suppose maybe they felt that was too much with what it already did, but it means they're sacrificing one set of flavour for another. And that's a weird spot to be in: normally it's a trade-off between flavour and function, not two kinds of flavour.
玄魔の王
Hate to double post, but an idea hit me: I wouldn't be surprised if they not only expanded the RUM to Galaxy-Eyes, but made it a Main Phase-restricted Quick-Play like the PK RUM. That would add a lot of play value.
