So close to what I want to do. It is an Unsummon or Remand, basically. Hits uncounterable spells, but not the answer needed. It stops Emrakul and Supreme Verdict, the only cards that see any play. I would rather play Remand.

Not good enough for Modern obviously, although it does interestingly counter Abrupt Decay and Supreme Verdict for Merfolk where Remand cannot.

Merfolk would try this card out as much as Thassa sees play in it. For about a month or two, then stop playing it like Remand as well.
