Once, while this card is face-up on the field, you can send up to 2 "D3" from your hand to the Graveyard to have this card gain an appropriate effect: ● 1: This card is treated as 2 Tributes for a Summon of a "Destiny Hero" monster. ● 2: This card is treated as 3 Tributes for a Summon of a "Destiny Hero" monster.

Might be OK if you could send from hand or Deck, but even then there are better cards.  Still, if it did work from Deck and had some kind of interaction with multiple copies of itself from the Graveyard, I could see it being decent.  This is just kind of a rough idea, but:

 

(1) You can send up to 2 "D3" from your hand or Deck to the Graveyard and if you do, this card gains the appropriate effect: 1.) This card can be treated as 2 Tributes for the Tribute OR Special Summon of a "Destiny HERO" monster.  2.) This card can be treated as 3 Tributes for the Tribute OR Special Summon of a "Destiny HERO" monster.  (2) You can banish this card and 1 other "D3" from your Graveyard; add 1 "Destiny HERO" or "D-" card from your Deck to your hand.   You can only use each effect of "D3" once per turn.

 

Something like that.  I've always liked the card.

This card supports the hard to summon Destiny Hero monsters such as Dogma, Plasma, etc.

But it is quite hard to use since you need at least 2 of these cards to make a profit...., and it's effects can be negated with many cards nowadays...., but still a unique support and effect

This card needs to last at least 1 turn before it can unleash it's strength, unless SS

You don't need to wait, Dogma and Plasma are tribute Special Summons.

Of course, using Scapegoat on the End Phase is going to be a lot better than this.
