Monsters set in defense position are normal summoned in face-up defense position." Does this mean that monsters can't be "special summoned" face-down while this trap card is active? If there is a face-up monster with ATK determined by it's effect (Chimeratechs or Maju Garzetts). If a player activates Royal Decree and the other chains Skill Drain, will Skill Drain reset the ATK of the monsters before Royal Decree negates it?
