So I got into an argument with this kid over Chaos Sorcerer. Can he be Normal Summoned?

No. You have the older version.

This card can only be Special Summoned by removing 1 LIGHT and 1 DARK monster in your Graveyard from play. Once during each of your turns' date=' you can remove 1 face-up monster on the field from play. If you activate this effect, this card cannot attack during this turn.

This is the corrected eratta:

This card cannot be Normal Summoned or Set. This card can only be Special Summoned by removing from play 1 LIGHT and 1 DARK monster in your Graveyard. Once per turn during your Main Phase' date=' you can remove 1 face-up monster on the field from play. If you activate this effect, this card cannot attack during this turn. [/quote']

So...

Say I use Enemy Controller or Cannon Soldier's effect to sacrifice Sangan. Does Sangan's effect activate as Chain Link 2 to said effect, or does its effect activate after Enemy Controller/Cannon Soldier resolve?

Same situation, only with Fortune Lady Light instead. Since it's a "can" effect, can I activate it as Chain Link 2, or do I just miss the timing completely?

And for the sake of me just wanting to know the general ruling on this stuff, say I activate Emergency Provisions, sending Crystal Release as the cost. Since it's one of those "can" effects, does it go as Chain Link 2 to Emergency Provisions, or do I miss the timing completely? Also, are the rulings like this on Spells/Traps different from monsters, and is it possible to have its effect activate as a completely different chain from Emergency Provisions?

Also, say I Emergency Provisions to Supervise. It's not an optional effect, so does it go off as Chain Link 2, or does it start a new chain after Emergency Provisions resolves?

They're all basically the same question, just four different situations.

[b']The latter.[/b]

It will miss. Timing is always missed when the last thing that happens is not whats written on the optional condition.

You can not interrupt a cards resolution even if it has a cost. It will start a New chain.

Priority is not anything a card has, but what the turn play is allowed. Simply put, when you summon a monster you as the turn player has the right to make one of your effects chain link 1.

Thats all priority is. Also what you are talking about is errata. To find those just click errata under any card found on the wikia.
