Can you tribute a monster and pay for Mausoleum at the same time?

 

Example:

 

I have a face-up M of E and Treeborn Frog on my side of the field. I have a LaDD in my hand. Can I tribute Frog and pay 1000 to Normal Summon LaDD, or do I have to tribute 2 monster or pay 2000 Life Points?

Anyway, it does say 'can', and you would miss the timing.

I control Magical Citadel of Endymion' date=' and a face-up Royal Magical Library.

 

Can I remove 6, 9, or 12 counters from Citadel to draw 2, 3, or 4 cards? Rather, if Royal Magical Library hypothetically could hold more than 3 counters, would I be able to use it's effect in a succession?

Each time a Spell Card is activated' date=' place 1 Spell Counter on this card. When a card with a Spell Counter(s) is destroyed, place its Spell Counters on this card. This shows that you have to do everything at once, so Library would need to allow you to remove any number of Spell Counters from it to let you draw 1 card for every 3 Spell Counters removed.
