When Stardust returns, and I activate Torrential Tribute, you can use Stardust Dragon's effect to tribute Stardust and negate Torrential. It is still the End Phase at this time, and during the End Phase, if Stardust Dragon negated an effect, it is Special Summoned. It does not matter that you have already used the effect this turn. The condition for activating its effect was fulfilled, and the condition for it reviving itself is fulfilled. Thus it will be able to negate TT and revive itself. This is as opposed to a card like Red Dragon Archfiend, which will only do the "Nuke monsters that didn't attack" 'scan' once per End Phase, as reaching the End Phase is the only trigger (Although Special Summoning a second Red Dragon Archfiend during the End Phase will trigger that RDA's End Phase effect).
