Because it is a Counter Trap, you can activate Gladiator Beast War Chariot during the Damage Step. You can activate it to negate the activation of their Honest. Yes, Counter Traps can be activated during the Damage Step. Divine Wrath would also work in this situation. Can't say Solemn Judgment would help much against Honest, but say someone activates "Rush Recklessly" during the Damage Step, then you could Solemn it, but you wouldn't be able to activate a Non-Counter Trap, say Imperial Order, to negate it for example. Quick Monster Effects, like Heraklinos, are Speed Spell 2. The only Speed Spell 3 cards are Counter Traps. You can only activate Counter Traps against other Counter Traps.
