If my opponent attacks with a monster and hits Naga, and I took no damage, is it counted as a 0 and I can activate Damage = Reptile to special summon a 0 attack point monster? "Royal Oppression" may negate the effect of "Starlight Road" even if "Stardust Dragon" may not be Special Summoned, such as if "Vanity's Fiend" is on the field or if there is no "Stardust Dragon" in the Extra Deck. After a semi-nomi is properly summoned, though, you can Special Summon it from the Graveyard or removed-from-play zone with a different special effect. (It can only chain to the activation of a card that destroys a card on the field, which in the case of Magical Dimension is optional, so you don't know if it actually does destroy or not). For Royal Oppression, it can negate a Special Summon, as well as an effect that Special Summons monsters... an effect that Special Summons monsters. Whether it special summons or not is irrelevant to Royal Oppression, only the fact that it can. When you activate "Starlight Road" you agree to activating BOTH effects of the card. How so? You will always be asked the question "Do you want to Special Summon Stardust Dragon?". This cannot be bypassed by any means. If you activate the card, you agree to having the option to Special Summon, meaning an effect will activate during this card's resolution that "special summons a monster" despite whether or not you choose to, or whether or not you even can. That's my understanding of why it could be chained. Whether that's officially how it works, I don't know. I just wanted to throw my input in that.
