At the beginning of your upkeep, choose a card at random in your graveyard. If it's an instant or sorcery card, you may cast it without paying its mana cost, and if it would be put into a graveyard this turn, exile it instead. Otherwise, put it into your hand. I believe the flashback effect only lasts until end of turn otherwise it will create memory problems. Since it's optional you can opt to stay your hand for anything that doesn't need casting for the time being or potentially get a free counterspell to secure your plays. Most competent mill decks opt to go for continuous sources of mill outlets instead of instants/sorceries that mill. Even in EDH, unless it's something awesome like Mind Grind or devastating to a giant deck like Traumatize. This + Traumatize pretty much wins you the game or puts you really close to it. The other possible means of milling that uses lots of instants and sorceries would involve Sphinx's Tutelage backed by a buttload of draw spells. Speaking of Grind, how will the effect work with "mill to land" effects? Do you reveal until you hit a land, then add a fixed mill on top of that depending on how many cards you revealed?
