Studios can and do outsource at least some of their animating to foreign countries for cheaper labor(if that's even possible considering how underpaid most animators are). If the drawings used to animate the show aren't of Japanese origin does that still count as being anime? If airing on Japanese television makes it anime, does that mean OVAs aren't? What if it broadcasted in Japan and the U.S. Of A at the same time? And what about a show that is drawn in America(or any other part of the world, really) by Americans that is simultaneously shown in murrican and Japanese TV at the same time, is that anime? That said I'd consider this particular case to not be anime since it aired on US shores first with American audiences in mind but once more shows are being produced with the intent of targeting the worldwide market that definition won't fly any more either. In the end it's all cartoons and animation and I'm perfectly fine with just lumping together everything like that, but if this can generate some discussions then by all means. Energon did, too. I think. Plus, I don't understand why some people decide if something is an anime series based on its art style rather than origin. Teen Titans has a very anime-like art-style and sense of humor, but it's obviously not anime. I don't believe that you can decide if something is an anime or not by its art style because anime has a wide range of art-styles. Look at Cowboy Bebop, Mononoke, Ping Pong: The Animation, Clannad, and Monster; they're each ENTIRELY different art-styles, but they're all anime. They're anime because of their origin. Now, if it's an anime based off of a non-Japan work, it's still an anime if it was made in Japan.
