It actually will hurt the flavor. Cardians are all based on Hanafuda cards, while the playstyle is based off that of Koi-Koi. A Hanafuda deck consists of 12 different cards, one for each month. However, each of these have 4 suits: two normal suits (1 point), a medium suit (a slight alteration to the image, maybe the addition of a ribbon or something) (5 points), and the Special suit, where the image is strikingly different, but still relates to the month (20 points). Koi-Koi is kinda like Poker, where you continually swap out cards in your hand in order to make preset hands that have different bonus point values. In fact, all the synchros Cardians can make are actually references to the hand it represents in Koi-Koi (why else did you think it needed exactly 4 monsters?)

 

So in Cardians, you will be able to normal summon the normal suit cards. Then you will be able to sac those normals for those of a better suit, and thus get better effects. Just like Koi-Koi.

 

In summary, that's why this thing can't be normal summoned. Because I seriously doubt you open 5 aces in poker consistently
