the fact that your opponent can stop it on a whim is the dealbreaker here. it doesn't even have a ranked up form, walling abilities, or a decent ATK for a R4 monster. the only reason you would summon (or actually run) this would be for those rare moments where your opponent has less than or exactly 1k life points, you're in no danger of having the tables turned on you, and gagaga cowboy isn't enough of a disrespectful finisher.

Yeah, this card is far from great: subpar effect and even its stats are low for a Rank4. Its attribute and/or type may give it a relevant niche or otherwise something to good offer someday, such as being Beast-Type for Chain Dog plays as mentioned above, future archetypes restricted to Summoning LIGHTs and/or Beasts, or if, let's say, PK Ragged Glove variant for LIGHT and/or Beast Rank4s is ever made; also another way I can see it becoming good out of the sudden is through a S-Number Xyz evolution with the same power level as S39: Utopia the Lightning, which IMO would be amazing. Granted, both alternatives seem unlikely to happen anytime soon, but we can never know.

S Numbers are the manga equivalent to the anime's C Numbers. 

Don't think this card is gonna have one since I don't think Barians even exist in the manga (I mean, Shark exists but isn't a Barian, and Rio was replaced too), and this Number is directly related to a Barian lord's back-story.

Seriously, here's its other anime effect, an effect I think would've made it fit a similar niche as Burner Viser and Rhapsody.

You can target 1 "Number" monster you control; equip this monster on the field to that target. The equipped monster can make a second attack during each Battle Phase.
