so if you have this on the field while you use toon kingdom or Pot of Cupidity would the cards still be banished face down?

Upside down =/= flip deck face-up, which is what it does.

Now this is a story all about how, my deck got flip-turned upside-down, now I'd like to take a moment, good story for sure, I'd like to tell you bout a card called Convulsion of Natur-*shot*

 

Making DN difficult since 2001. Once saw a deck that used this and every other card that interface couldn't use, like Senet Switch and Exchange. It was hilarious.

This happens regularly with things concerning public knowledge, like flipping a monster face-down. Not that oh my.
