Get Photoshop/GIMP.

That's not blending.

That's stroke, not outer glow. Stroke is the weaker version of outer glow.

anyway this isn't good at all, you really have to try harder. and you cant blend on Paint.

ten you should kno it's really ugly. you dont put a render then take a round brush and go wild like your on Paint. you really have to improve.

Considering it's a Paint job it's not too bad.

 

- Text could be a different colour but I do like the Font

- The Border is way too Big. in GIMP I always do a or 2 com Border

- That Blue Stripe in the Background could do with more happening on it.

- I do like you Render of Ike though. Suits it very well

 

I'll give you a 6/10. Use GIMP Believe me it will help you a lot in the long run. :)
