Pendulum Effect:If your opponent would activate a card effect in the Graveyard or a card effect that would destroy 1 or more cards: You can pay 1000 Life Points; negated the effect, and if you do, destroy the card(s).

 

Monster Effect:While your opponent controls 2 or more Special Summoned monsters, you can Normal Summon this card without Tributing. If this card attacks or is attacked by a Special Summoned monster: You can increase this card's ATK by 800 during the Damage Step only.

Hmm, I feel that their is not a whole lot to say with this card. Like it seems their isn't anything wrong with it, though with the Pendulum Effect. In short you just pay 1000 LP to negate the card effect, and destroy it. Yes that would make sense if the opponents card was on the field... scratch that (If you can do A do B; If you can't do B. still do A.)

For playability, I believe this card is searchable through  some effects of the "Prophecy" monsters (Fool, Reaper, Temperance) and can be brought back to the hand by "Prophecy Chariot". Among other cards It can be Special Summoned from the hand by Magical Abductor and Magical Exemplar effects if one only had 1 monster out. Though its Monster effect does fit within todays meta, saying if you Pendulum Summoned last turn and you draw into it the following turn. Also if one has Pot of Duality and has Special Summoned for the turn, activates Duality (During MP2) picks this card and summons it by its effect cents its a Normal Summon and possibly Xyz Summon with it.
